h10 is an ISO 286 tolerance class. The lowercase letter h is the fundamental deviation (which side of the nominal size the tolerance zone lies on), and the number 10 is the tolerance grade IT10 (how wide the zone is). Basic shaft (zero-clearance sliding): The upper deviation is 0, so the part is never larger than nominal. It is the datum of the shaft-basis system; H7/h6 is a locational fit with zero minimum clearance that can be assembled by hand. h6 and h7 are the most common dowel pin tolerances. Typical processes for IT10: ordinary turning, milling, drilling: non-fitting dimensions.
On a drawing or in a specification, Ø6 h10 and 6(0/-0.048) mean the same thing — the second form writes the deviations out, so nobody has to look them up. SFP product specifications always use the second form.

The tolerance zones of the classes below lie entirely inside h10 (true for every size range from 0 to 500 mm), so they also satisfy a drawing that calls for h10. Those listed first are closest to h10; price and lead time still depend on material, size and stock.
It depends on the diameter. For Ø6, h10 means the part must measure between 5.952 and 6.000 mm, written 6(0/-0.048). For other diameters see the chart above; every size range is listed.
Letters in lowercase denote a shaft (outside diameter). In uppercase, H10 is a hole tolerance, lying on the opposite side of the nominal size.
Yes. h9 is tighter than h10: at every diameter its limits fall inside the range h10 allows. The precision is simply higher than required, so the price may be a little higher.
